摘要
到目前为止 ,我国还没有建立系统的符合国际惯例的政府采购制度 ,没有开放政府采购市场。实践中也存在许多问题 ,严重阻碍了我国政府实现宏观调控的职能和市场体系的进一步完善 ,导致腐败等一系列问题的产生。因此 ,如何规范政府采购市场 。
So far, no governmental procurement system consistent with international customs has been set up in China, nor is there any open governmental procurement market. This, together with a number of drawbacks in practice, constitutes a serious hindrance for the improvement of the Chinese government's macro\|economic controlling functions and China's market system, bringing about a series of concomitant problems like corruption. Therefore, the regulation of governmental procurement market has become an urgent issue for the economic theory circle as well as the concerned departments.
