摘要
街头官僚是公共政策链条的执行末端,同时拥有较大的政策制定功能,由此引发的行政执法不当问题已经成为影响当前社会和谐稳定的隐患。如何保证街头行政的有效性成为街头官僚理论研究的重点和难点,也是构建和谐社会的重要方面。
The street-level-bureaucrat theory has become a new research focus of public administration in China. it holds that the street-level bureaucrats are at the end of the public policy implementation, and has a large policy-making function, leading to incorrect behavior in the process of administration and law eniorcement, which becomes a petential risk in harmonious and stable society. How to ensure the effectiveness of policy implementation is not only a problem in the research of the street-level bureaucrat theory, but also an important aspect in building the harmonious society.
