摘要
合理分摊综合利用水利枢纽的投资和年运行费 ,有利于协调各部门对综合利用枢纽的要求 ,选定经济合适的开发方式和规模 ,提高资金的使用效益 ,充分利用水资源 ,并真正体现“谁收益、谁投资”的原则。水布垭枢纽是一座大型的具有发电、防洪等效益的综合利用工程 ,针对水布垭水利枢纽的实际情况 ,同时选取了枢纽指标系数法、效益比例分摊法、替代方案费用比例分摊法和可分费用———剩余效益法分别对枢纽投资进行了分摊计算 ;分析各方面因素后 。
Reasonably sharing the investment of a multipurpose water control project and its annual operation cost is favourable to coordinating requirements of all related departments for comprehensive utilization of the project,to selecting its economic and reasonable development mode and size,to raising the benefit of using funds,to making full use of the water resources and to really embodying the principle that “those who want to get benefits should invest”.Shuibuya project is a large water conservancy scheme with comprehensive benefits of power generation and flood control,etc..According to the actual condition of Shuibuya project,methods of project's index coefficient,sharing by benefit ratio,sharing by cost ratio of alternative schemes,and separable cost-surplus benefit are adopted to respectively calculate the investment sharing of the project.After analysing all factors,the calculated results obtained by using the method of project's index coefficient and the method of separable cost-surplus benefit should be used.
