摘要
住房问题关系到人民群众的切身利益,我国政府制定了一系列政策加强保障性住房建造以求缓解住房的压力。但地方政府往往财力不足,为解决保障性住房建设资金瓶颈问题,本文通过介绍BT融资模式,说明BT模式的优点,论述地方政府在保障性住房建设中应用BT模式的可行性,提出保障性住房运用BT模式建设的一个思路。
Housing is such a vital issue closely related to general people’s daily life that Chinese government has already enforced a series of polices to enhance affordable houses building and ease their urgent demand. But local governments usually are short of funds. This paper introduces a Build-Transform (BT) model to effectively raise capital. This paper discusses its advantages, and argues that is it a feasible approach.
