基于GIS的北京市取水许可管理系统的设计与实现

摘要 根据《中华人民共和国水法》,直接从地下或者江河、湖泊取水的单位或个人,实行取水许可制度[1]。北京属于严重缺水城市,执行取水许可制度尤为重要。本文在详细研究北京市水务局取水许可管理制度和业务模式后,提出了基于GIS的取水许可管理系统解决方案,详细阐述系统建设思路、开发架构、数据库建设、系统功能设计及实现等内容。系统实现了取水许可业务外网申报、内网数据集成、空间数据入库、GIS决策分析、竣工备案全流程信息化管理,提高了取水许可办公效率和自动化水平。使北京市取水许可行政管理水平上一新的台阶。 According to Water Law of the people's Republic of China,units and individuals who get water from rivers,lakes or underground should adhere to water permits.Beijing is a city of serious water shortage,so executing water permits is really important.In this paper,the author has done a detailed study on the management and business model in Beijing,and proposed solutions of GIS based management system,and then given a detailed account of development framework,database construction,system function design and the realization of system function.System has accomplished the water permits online application,data network integration,spatial data warehousing,GIS decision analysis,which is a whole process management of information.System has improved the office efficiency and the automation level of the water permits.and made our city's water permits administration to a new level.It also has practical reference to other provinces or cities.
