摘要
美国是加拿大最重要的贸易伙伴。NAFTA(北美自由贸易协定)加深了加拿大对美国的经济依赖。当美国经济稳定增长时,NAFTA为加拿大带来了出口繁荣、投资增加、经济增长的利益,但是当美国经济陷入衰退时,NAFTA也放大了加拿大所面临的经济风险。与此同时,NAFTA还为加拿大带来了社会不公平加剧、小企业生存环境恶化、经济政策独立性削弱、普通民众收入降低和环境压力加大等经济社会问题。对加拿大而言,如果没有重大的制度和政策革新,NAFTA有可能损害加拿大经济社会发展。因此,加拿大政府应重新审视NAFTA,并进行必要的经济社会政策调整和制度创新,以维护加拿大的经济利益。
The United States is Canada＇s most important trading partner.NAFTA deepens the economic dependence of Canada on the United States.When the economy of the United States shows a trend of steady increase,NAFTA bring about the interest of the import prosperity,investment promotion and economic increase.However,while the economy of the United States encounters the recession NAFTA enlarges the economic risks of Canada.Simultaneously,NAFTA also has led to the intensification of social unfairness,the excessive dependence on the U.S.economy,survival deterioration of the environment of small business and the reduction of ordinary people＇s income.As for Canada,NAFTA will possibly damage the economic and social development of Canada without the enormous reform of system and policy.Consequently,the government of Canada should reconsider the NAFTA and undertake the necessary policy adjustment and system innovation in the field of economy and society in order to maintain the economic interest of Canada.
