摘要
构建服务型政府、完善地方的公共服务体系已经成为地方政府竞争力提升的必要途径。基于地方政府竞争力的基本内涵,从我国地方政府竞争力提升实践和公共物品供给结构的视角出发,服务型政府理念下的地方政府竞争力提升可以划分为三个层次,分别是以基础设施和优惠政策为主要内容的基础层次,以制度建设和行政服务为重点的发展层次,以鼓励要素参与和及时反馈回应为特征的高级层次。在此框架下,面对我国地方政府竞争力提升过程中存在的问题,地方政府竞争力的提升应注重优化公共物品供给结构,在提供优质基础设施和优惠政策的同时,更加重视制度和行政服务建设,发展民主参与机制。
It is a necessary way for enhancing the competitiveness of Chinese local government to construct a service-oriented government and improve the public service system.Based on the definition analysis of local government competitiveness,under the perspective of practice of Chinese local government along with public goods supply structure,the improvement of local government competitiveness under the concept of service-oriented government consists of three levels.The first level is Base-level which includes infrastructure and preferential policy;the second level is developmental-level which stresses institution building and administrative service;the third level is senior-level that encourages democratic participation and response.In this framework,to solve the problems of competitiveness of local government,the key point is to optimize the local public goods supply structure in accordance with local economy.Specifically,pay more importance on institution building,administrative service and democratic participation as well as infrastructure and preferential policy.
