摘要
经济发展决定非经济因素的发展与完善,非经济因素的发展与完善则对经济发展起着巨大的推动作用。非经济因素在营口开发区建设中对经济因素起着巨大的推动作用,发挥非经济因素的促进作用需要提高对非经济因素重要性的认识、提高教育文化事业的整体水平、完善社会保障体系维护社会稳定、加快政府职能转变的步伐等措施。
The development of non - economic factors depends on the economic development, while the development of non - economic factors can greatly drive the economy. This is proved by the practice of Yingkou economic and technological zone. To give play of non - economic factors, we should deepen the understanding of non - e- conomic factors, raise the overall level of education and culture, develop social security system, maintain social stability and accelerate the transformation of government functions.
