摘要
我国保税区的功能定位问题 ,直接关系到它的运作效率和前途。本文在剖析我国保税区的发展现状与功能定位的理论前提的基础上 ,提出了我国保税区功能应定位为以高科技产业为主导的出口加工区的新模式。这一新的功能定位 ,必将对我国保税区走出困境 ,促进产业结构调整 ,全面提升其国际竞争力 。
The functional definition of free tax zones (FTZs) will affect their operative efficiency and future development. This paper examines the present situation and fundamental theory of FTZs function, and puts forward a new model that refers to developing present FTZs into export processing zones with hi-tech industry as main leader. The new model will be helpful to bringing present FTZs out of dilemma and upgrading industrial structure as well as enhancing their international competitive power.
