摘要
全球化的发展为国际政治的演进注入了许多新变量,其中全球公民社会的兴起具有深远意义,它反映了非国家行为主体在国际社会中日益上升的作用。全球公民社会是在新的条件下对国内公民社会的超越和发展,其行动者积极参与国际公共事务,已成为除主权国家及政府间国际组织外的一支新生力量。全球公民社会的发展将对国际政治的运行构成某种制约,影响国际社会中的价值分配。尽管全球公民社会还很不成熟,但它在完善现有的全球治理结构方面日益成为不可或缺的角色。中国进一步融入国际社会,需要积极处理与全球公民社会之间的关系。
Globalization puts new variables into the evolution of international politics,among which the rise of global civil society has far-reaching significance.This means the non-state actors are playing a more prominent role in international society.Global civil society is an important breakthrough of civil society in the new situation.Their actors participate actively in the management of international public affairs,and become new forces in addition to states and intergovernmental organizations.The development of global civil society is some constraint for the operation of international politics and economy,and affects the value distribution of international society.Although it is weak at present,global civil society plays an indispensable role to improve the structure of global governance.In order to integrate into international community,China needs to develop the relations with global civil society actively.
