摘要
本文阐述制度变迁理论，并应用正式制度和非正式制度关系原理、强制性制度变迁和诱致性制度变迁原理以及制度变迁的成本和收益方法分析天然林保护工程。要使天然林保护工程得到彻底贯彻实施不仅需要在政治思想上做好宣传教育工作，而且必须对受损失的人进行经济补偿。
The paper states thed'y of institutional change,and expounds natural forest protection project by the principle of formal and non-formal institution, of induced and imposed institutional change and of cost and revenue method of institutional change .To conclude, natural forest protection project not only must propagate in political and ideological education, but also must compensate for people who lose bythe institutional change.'
