摘要
和谐的社会阶层关系是和谐社会的基础。针对目前中国日益紧张的社会阶层关系,文中运用政策网络理论对各阶层利益关系紧张现实进行剖析,揭示了各阶层间互动沟通的缺失、价值观的背离等现实问题,并认为由此导致的各阶层互信互赖关系的缺失是当前各阶层关系紧张的深层原因之一。因此,提出构建和谐社会阶层关系的重要途径:一是构建各阶层畅通的沟通渠道,大力培育共同的社会价值观,为各阶层的诉求趋同奠定思想基础;二是完善阶层矛盾的疏导、化解与突发事件的应急处理机制,为实现社会问题的化解提供技术机制。
Harmonious stratum relations are the foundation of harmonious society.Facing the increasingly strained social stratum relations in China today,this paper analyzed the reality with policy networks theory,opened up the the lack of communications and the deviation of values,and considered one of the key reasons is the lack of mutual confidence and dependence.According to these,there are two important ways for constructing harmonious stratum relations,one is to construct the unimpeded communication channel and cultivate the common social values to settle the mental basic for the appeals from every class,the other is to improve the persuasion for stratum contradictions and the emergency response mechanism for incidents to provide technical mechanisms for solving social problems.
