摘要
绩效管理对改进和提高政府服务绩效有重要作用。首先,本文总结了服务型政府绩效管理的基本特征,然后,研究了服务型政府绩效管理的功能结构,并分别从职能职责、管理过程和管理层次三个角度对服务型政府绩效管理应当具备的功能进行了分析,最后,构建并提出了基于绩效目标制定、绩效实施、绩效评估、绩效反馈和绩效改进等五项职能的服务型政府绩效管理模式的框架结构。
Performance management is important to improve and enhance government service performance. This article summarizes the basic characteristics of the performance management of service-oriented governments, then studies the function structure of service-oriented government performance management, as well as its functions from management responsibilities, management process and management level. Finally, it puts forward the framework of service-oriented government performance management mode based on performance goal setting, performance im- plementation, performance evaluation, performance feedback and performance improvement.
