摘要
在政治社会学的视野中,通过对政府失灵、市场失灵及时代状况的考察,厘清了由此分别引发的政府无秩序、市场无秩序是治理兴起的内在原因,以全球化、风险化、信息化、知识化等为表征的后工业社会来临及其对现有秩序的挑战是治理兴起的时代背景。而所谓治理正是包括政治机构在内的社会互动各方通过合作寻求规则之序的过程。
The emergence of governance has profound internal cause and historical background. In the view of political sociology, investigation through the failure of government, market failure and the situation of the times, we clarify the internal cause about the emergence of governance is the disorder of the government and the market. The backgrounds of the emergence of governance are the advent of post- industrial society, the characteristics of which are globalization, hazardousness, information, knowledgeableness, etc. and the challenges toward the existing order. The so-called governance is a process including the social interaction, the cooperation of the parties for the rules of the order.
