In this paper, the authors synthetically summarize evaluation of the global oil and gas resources and prediction to their development situation in the 21st century. It is stated that the oil and gas resources of this world will not die away at all in the 21st century. In the coming 100 years, it is not the problem that whether there exist enough oil and gas resources to be produced worldly, but the one that whether production will be permitted environmentally, or to what extent and at what cost. The technical progress plays a key part in all cases. Afterwards, we comment on the history, present situation, and development of the multi-component seismics being a main technique from the view point of oil and gas exploration, and put forward further schemes for the multi-component sea-bottom seismics in accordance with our national high tech development project.
