摘要
对浙江省“国家造林项目”杉木、马尾松、火炬松 3个主要树种的造林成本、产出效益、外汇风险、偿还能力等进行了较为详细的技术分析 ,结果表明 ,确保有效的资金投入、采用先进的技术和管理措施是项目成功的根本保证。根据调查计算 ,单位蓄积超过部颁标准为 :4～ 7年生杉木 12 1.3%～ 2 5 8.7% ,5～ 7年生马尾松 142 .5 %～710 .7% ,6年生火炬松 31.3% ,预测造林后第 2 0年采伐时 ,可产生经济效益 :杉木 6 35 89元 /hm2 ,马尾松 46 5 2 4元 /hm2 ,火炬松 5 772 6元 /hm2 。综合计算出本项目净现值NPV =5 835 0 .85万元 ,内部收益率IRR =2 4.70 % 。
Cunninghamia lanceolata, Pinus massoniana and Pinus taeda are the main tree species for forestation in National Forestation Project of Zhejiang province.This paper analysed their forestation cost and benefits,exchange risk and debt paying ability .The results showed that,effective capital input and advance managemental measures are key to success in the project.From the results of investigation,volume of 4～7 -year-old Cunninghamia lanceolata,5～7-year-old Pinus massoniana and 6-year-old P.taeda were 121.3%～258.7%,142.5%～710.7% and 30% higer than the standards of forestry ministry,repectively.This paper also forcast that,in 20 years,these forests will bring great economic benefits:their economic benefits will be 63 589 ,46 524 and 57 726 Yuan(RMB) per hectare,respectively.NPV of this project will be369 710 600(Yuan) and IRR will be 28.10%.
