摘要
国企经营者高效运作模式和合理的激励机制的核心制度是什么和如何设计安排,这是国有企业运作中的2个核心命题。为帮助解决这2个核心命题打下理论基础,在人力资本理论基础上,结合时下的一些前沿研究,构建一套以人力资本外部性内化的产权安排为核心,以竞争机制的引入为手段的国有企业经营者激励约束机制的全新的研究框架,并对未来的研究做一个展望。
The two-core proposition of the operation of state-owned enterprises is the core system of the efficient operation mode of state-owned operator and the reasonable incentive mechanism and how to design and arrange them.To help lay a theoretical foundation for the two-core proposition,this paper,based on the theory of Human Capital and combined with some cutting-edge research nowadays,builds a new research framework of incentive and restraint mechanisms for SOEs' manager with the core of human capital externalities in the property rights arrangement and instrument of the competitive mechanism and then makes a prospect on future research.
