摘要
体育公共服务的有效供给需要政府发挥主导作用,更需要多元主体的参与,政府可以通过体育公共服务的市场化制度创新服务供给模式。上海市杨浦区政府正是基于市场化制度安排创新体育公共服务供给模式,形成了补贴与项目委托相契合的供给模式,取得了很好成效,即政府引导与资助、社区体育健身俱乐部管理与运作、社区体育健身俱乐部与学校共同生产与提供、社区居民参与和协助的"补贴—委托—合作参与式模式"。这种模式既是居民体育需求的需要,也是转变政府职能、变革公共治理方式,构建新型体育公共服务提供体制与机制的需要。
The effective supplying of sports public service needs the government play a leading role,but it needs multiple participants.The government can invent service mode through sports public market-oriented system.Shanghai Yangpu district government invented service mode based on the market-oriented system and formed the financial subsidies-projects entrusted mode,namely government guiding and supporting,community sport clubs management and operation,community sports clubs and school production and provision,community residents involving in.This mode is not only the residents＇ demand for sports,but also the demand for government functions transforming and changes and building the new sports public service system and mechanism.
