摘要
:《我国农业科技进步贡献率测算方法》作为国家标准试行以来 ,为农业技术进步及其贡献率指标的设置、计算和普及发挥了积极的推动作用。但该方法标准带有很大根本性的缺陷 ,应及时修补和更正。技术进步应定义为促使经济效益提高的要素和结构改进以及资源配置优化 ,总体上是资本替代劳动的过程。可以用要素结构进化率法和要素替代弹性法将技术进步作为一个独立变量予以测度 ,并放之于经济增长模型中进行分析。
The Measure on Growth Proportion of Agricultural Technical Progress in China” plays the promoted role that the technical progress target is set up and popularized, but some errors must be eliminated or corrected. Technical progress is that the process of element and resource structure is improved. It is also the process of capital to substitute for labor. Technical progress is measured as a standing alone variable by the method of improved proportion in elemental structure and the rate of growth elasticity in capital substituting for labor.
