财政政策与货币政策是政府宏观调控的两大政策手段。本文从我国当前面临的国际、国内经济形势入手， 重点探讨目前政府扩大内需、拉动经济增长政策的侧重点为何放在财政政策上， 积极的财政政策为何主要采取增发国债、扩大财政支出的措施，
Financial and currency policies are two major means for the government to exercise macro control. Starting from the national and international economic situations, this paper has three focuses: 1) why the emphasis of the government is placed on financial policies in expanding internal need and pushing economic growth; 2) why the increase of public debt and expansion of financial expenditure are adopted in active financial policies; and 3) continuity of active financial policies and problems is worth noting in expanding internal need.
