摘要
我国失业保险制度存在着覆盖面过窄、保障水平偏低、基金来源渠道单一以及基金支出结构不合理等问题。改革和完善我国失业保险制度,是深化改革和建立完善的社会主义市场经济的迫切需要,也是解决我国所面临的日益严峻的失业问题的迫切需要。改革和完善我国失业保险制度的措施主要包括:扩大失业保险制度的覆盖面,拓宽失业保险基金的筹资渠道,适当提高失业保险的保障水平,加强失业保险的法制建设等。
The unemployment insurance system of our country presents the problems of a narrow range of coverage, a low level of security, a single channel of fund source and an irrational structure of fund expenditure. To deepen the reform and establish the perfect socialist market economy system, there is an urgent demand for the reform, and improvement of the unemployment insurance system of our country such reform and improvement are also badly needed to deal with the increasingly severe unemployment situation we are facing. The main measures to reform and improve the unemployment insurance system of our country are to enlarge the range of the unemployment insurance system's coverage, to broaden the channel of raising the unemployment insurance funds, to raise the level of the unemployment insurance security adequately and to strengthen the construction of the unemployment insurance legal system.
