摘要
针对我国目前的六大区域互联电网在形成区域性电力市场过程中面临的价格问题,通过借鉴国外经验,尤其是发展中国家的经验,并结合我国实际,分析研究促进我国区域电力市场形成的价格方案及调控机制。主要内容包括:趸售电价、包含转供和开放输电通道在内的输电价格、电力库运营模式。
In view of the price problem s confronted during the form ation of regional pow er m arket of six big regional interconnection pow ernetw orks in China, the price schem e as w ellas the adjustm entand controlm echanism to prom ote the form ation ofregionalpower m arketare analyzed, through using the experience ofother countries, especially the developing countries'experience as reference and com bining w ith the actualsituation in China. The paper presents som e researches on the wholesale electricity price, w hich gives outthree kinds ofprice-m aking system s, i.e. regulated-price, transitional-price and com petition-price. Som e relevant issues, such as the operating m odes of tw o kinds of m anagem ent m echanism s (cooperation and com petition), structure and effects ofcontracts, and price risk in pow erm arketare also discussed.
