摘要
战略空运需求分析是战略空运系统建设的起点和基础。开展战略空运系统需求分析研究,对促进战略空运系统建设、提高战略空运能力具有重要意义。在认清战略空运系统需求分析意义的基础上,明确战略空运系统需求分析的内容,最终确定战略空运系统需求获取的方法是以能力需求获取为核心,基本思路则概括为:任务需求——能力需求——功能需求——组件需求。
The analysis of the strategic airlift requirements is both the starting point and the foundation of the construction of the strategic airlift system.To carry out the analysis and study of the strategic airlift system is of great importance in promoting the construction of the strategic airlift system and improving the capability of the strategic airlift system.Upon the basis of recognizing the significance of analyzing the strategic airlift requirements,it is necessary to clarify the content of the analysis of the strategic airlift requirements,and finally,ascertain the means of obtaining the airlift requirements.It is found that obtaining the requirements in airlift capability is the core.The basic thinking way may be summed up as the following：requirements in assignments-requirements in capability-functional requirements-module requirements.
