摘要
中共中央、国务院于2008年6月8日发布了《关于全面推进集体林权制度改革的意见》,至此,我国的集体林权制度改革进入了全面推开阶段。三年多来,集体林权制度改革取得了显著成效,但同时还存在一些问题。通过对问题的分析,可以发现其内在的因果关系。该关系表明:为了从根本上解决目前我国集体林权制度改革中遇到的问题,必须坚持制度先行、统一思想、因地制宜、科学发展。
The Party Central Committee and the State Council issued the Guidelines on comprehensive forward the Innovation of Forest Property Right on June 8,2008,and then the innovation of Forest Property Right reforming has been implemented in an all-round way.The innovation of Forest Property Right reforming has achieved remarkable effect in recent three years,but still remained lots of drawbacks.Through the analysis of these problems,the causal relationship could be found finally.It indicated that fundamentally solving these problems needs insistence on system establishment,unity in thinking,positioning on local conditions and scientific development.
