摘要
收入来源于社会,要改变不公平收入格局应该到社会中寻求解决的对策和力量。传统理论因为未曾发现收入来源的社会性而局限于在市场解决,所以改革收效不大而使一些人失去了信心。从市场转向社会,目标定位于社会,让社会各方在产出结构中都有获得收入的机会,以此实现收入的重新分配。以改革获得公平收入的追求者,是社会中的公民。将分散、自为的公民组织起来,构建成有共同利益的公民社会,是社会管理创新的重要任务。
Income comes from the society, and social response and power should be relied on to change the unfair pattern of income. Traditional theory has failed to find the social properties of income, and therefore sought solution from the market, so that reform was ineffective, leading some people to lose confidence. From market to society--the target is society. In order to redistribute income, all ranks of society should have the opportunity of income from the output structure. Those who pursue fair income from reform are citizens. The important task of social management innovation is to organize them and build a civil society.
