摘要
价格杠杆是国家调控经济运行，稳定价格水平的重要手段。政府科学地运用价格杠杆，要处理好与市场调节价的关系，一般说，凡是市场调节价不能正常发挥作用的地方，才是政府使用价格杠杆的领域；政府应根据市场发育程度及供求状况对价格杠杆的范围与调控对象适时地进行有伸缩性的调整；只有那些具备特殊性质的商品和劳务才是政府运用价格杠杆的对象。
The price leverage is an important instrument which can be employed by the government to regulate the economic movement and to stablize the price level. To employ the price leverage in right way, the goverment should handle its relations with the market - regulated price properly. Only on the point where the market -- regulated price could not exert its normal functions may the government employ the price leverage. Also, the government should make a timely elatistic adjustment on the scope of price leverage and on the goals it regulates in the light of the market development and supply demand circumstance. And last, only on those goods and services which are of special may the government employ the price leverage.
