摘要
随着《全国主体功能区规划》的正式颁布,省域主体功能区相关概念内涵、区划原则和区划依据更加明晰,以往基于《省级主体功能区划分技术规程(试用)》的主体功能区划的一般思路有所不同,新的背景下主体功能区划分更加注重区域发展战略与主体功能区划分方案的协调性.从省域"面状"主体功能区类型确定、基础区划方案形成等两个方面,分析辽宁省主体功能区划分基础方案的类型、基本单元、属性特征指标、具体步骤、初步方案;从辽宁在全国空间开发总体战略中的定位、内部空间开发战略等两个方面,研究辽宁省空间开发总体战略及其与主体功能区划分方案的协调性,提出辽宁省主体功能区划分的可行性方案.
With the formal issue of National Major Function Oriented Zoning（MFOZ for short） Plan- ning, relevant concepts with connotations, regional planning principles and bases of provincial MFOZ are more clearer. Different from general sketch of major function region planning based on Technical Regulations of Provincial Major Function Oriented Zoning Division （MFOZD）（Trial Draft）in thepast,the MFOZD pays more attention to coordination of region development strategy and scheme for MFOZD in the new background. Type, basic unit,attribute character indicator, specific step and pre- liminary scheme of Liaoning Provincial MFOZD fundamental scheme are analyzed from definition of provincial facet MFOZ type and formation of principle regional planning scheme~ Liaoning Provincespace development total strategy（SDTS）coupled with coordination of the former one and MFOZD is studied from provincial entirety orientation in national SDTS and inner space development strategy, and a feasible scheme for Liaoning Province MFOZD is proposed.
