摘要
推进社会管理创新,提升社会管理的科学化水平是当前我们落实科学发展观,提高党的执政能力的根本要求。鉴于我们国家已到了"以工促农、以城带乡"的发展新时期,提高社会管理科学化水平的关键点就必须立足于城乡经济社会一体化发展,破除阻碍城乡社会一体化发展的社会管理体制机制,建立起户籍制度一体化、公共服务一体化及城市农村社区管理一体化等社会管理新模式。
It is the fundamental requirement to implement the scientific concept of development,promote the party＇s ability to govern to improve innovation and enhance the scientific level of social management.Considering that our country has gone to the new ear of development of ＂industry promoting agriculture,rural promoting urban＂,the key point of improving the scientific level of social management must base on the social and economic integration of urban and rural,get rid of the institution and mechanism of social management of hindering the social integration of urban and rural,establish a new model of social management of integration of household registration system,integration of public services and integration of community management of urban and rural.
