摘要
"政府购买服务"已经成为我国地方政府公共服务体制改革的主要思路之一,在越来越多的探索实践中,一些问题亟需进行系统梳理,而其中作为购买双方的政府与社会组织结成的合作关系尤为重要。聚焦于购买方服务中的合作关系,结合嘉定区购买助残服务案例,描述政府与社会组织合作的效果,并作系统总结,发现和分析合作中的瓶颈问题,提出改进方法,以使实践创新发展为机制创新、制度创新,以此构建政府与社会组织合作的良好机制,最终达到社会管理和服务水平的螺旋式上升。
＂The Government purchasing services＂ has become one of the main ideas in public service reform in China＇s local governments and in an increasing number of exploration and practice,some problems urgently needed to be systematically hackling in which the cooperation relationship between government and social organizations as the purchase of the two sides is particularly important.Focusing on the cooperation relationship in the services of purchase,combing with the case of Jidading district purchasing assistive service,the paper described the effect of cooperation between government and social organizations,systematically summed up,looked for and analyzed the bottleneck problems in the cooperation,put forward the method to improve to the practical innovation changed to mechanism and system innovation to establish the good mechanism of cooperation between government and social organizations and lastly reach the spiral increase of the level of social management and service.
