摘要
加入WTO后,我国出口贸易成绩斐然。但是,越来越多的非关税壁垒对出口贸易也造成重大阻碍,其中最大的威胁来自技术性贸易壁垒,这是当前影响外贸发展的最大障碍,必须高度重视。本文总结了十年来出口贸易的成就,分析了技术法规、技术标准与合格评定程序三种技术性贸易壁垒,阐述了技术性贸易壁垒对我国出口产品在国际市场上竞争力的影响所在,指出应通过建立国家级的管理技术性贸易措施的协调机构来应对技术性贸易壁垒。
China＇ s export trade has made a big success after getting access to WTO. However, more and more non- tariff barriers have become major obstacle, of which the greatest threatening is technical barriers to trade （TBT）. TBT has become the biggest barriers to China＇ s export trade, which should be paid more attentions. This paper has summarized the achievements of China＇ s export trade in the past decade, analyzed the situations of technical regulations, technical standards and conformi- ty assessment procedures, descrihed the impacts of technical barriers on the competitiveness of our country export in the in- ternational market, and pointed out that it is imperative to establish a national coordinating agency at national level to deal with the technical barriers to trade.
