摘要
改革开放以来,我国的区域发展格局和增长极布点模式历经几次较大的调整,区域经济发展战略逐步形成了整体性、网络化和增长极多元化的特征。在区域经济新格局下,区域发展战略的功能不断增加和细化,近期密集出台的专题型试验区和区域发展规划上升为国家发展战略被分别赋予了不同的功能。区域经济发展战略的调整和中国经济发展格局的变化影响到中央与地方以及地方之间的关系,中央向地方以新的方式赋权,地方以新的方式影响中央的政策,地方政府之间的关系也得以拓展。
China has adjusted several times for the regional development patterns since the beginning of economic reformation and openingup so the strategies of regional economic development have gradually formed such characteristics of integrity, networking and a very wide range of growth. By a new pattern of regional economic, the function of regional development has been increasing in strategy, the recent intensive construction of the special test economic areas and the regional development plans have been raised up to the national development strategies by given them different functions. To adjust the regional development strategy not only leads to change in the pattern of China economy, hut also affects at a deeper level on the relationships between the central and local governments.
