摘要
人类文明经历了渔猎文明、农耕文明和工业文明,进入了生态文明时代。生态文明建设的核心是协调人类社会发展与生态环境保护的关系。面对保障发展与保护资源的难题,以创新资源环境价值理论,推动资源环境管理的制度创新和政策创新。生态文明时代,按其保障发展和保护生态的功效不同,资源环境价值区分为生态价值与生产力价值。运用资源环境价值理论,提升国土资源工作水平。做好资源环境承载力评价,以国土规划作为调控工具,平衡生态价值与生产力价值,解决保护资源与保障发展的矛盾,以资源环境可持续利用促进经济、社会、生态的可持续发展。
Human civilization has undergone fishing-and-hunting civilization,agricultural civilization and industrialized civilization,and now entered an era of the ecological civilization.The core of the construction of ecological civilization is to coordinate the relationship between social development and ecological environment protection.Facing the problem of the security development and protection of the resources,this paper offers that we should promote resource environmental management system innovation and policy innovation based on innovating value theory of resources and environment.In the era of the ecological civilization,resource environmental value can be divided into ecological value and productivity value according to their different effects for security development and the ecological protection.This paper argues that improving the level of land resources work should use the value theory of resources and environment;make great efforts in the resource and environment bearing capacity evaluation;balance the ecological value and productivity value,settle contradiction ofresource protection and development guarantee by taking land planning as control tools;the sustainable use of resources and environment aimed at promoting social,economic and ecological sustainable development.
