摘要
现代社会保障制度的价值基础是公民权利的理念,它所直接对应和满足的是公民的社会权利。社会保障制度是实现公民社会权利的主要手段,同时公民社会权利的实现在改善民生和建设和谐社会的过程中发挥着重要的作用。要通过不断完善我国的社会保障制度来实现公民的社会权利。
The values of modem social security system is predicated upon idea of citizen right, and what it corresponds to and meets is the citizen＇s social right. Social security system is the main means to realizing citizen＇s social right; and meanwhile, the realization of citizen＇s social right plays a key role in improving people＇s living conditions and building a harmonious society. And we should realize citizen＇s social right through perfecting social security system in our country.
