摘要
针对石油石化企业工程招投标管理中存在的诸多问题,提出了加强石油石化企业工程招投标管理的具体措施:加强市场准入管理,严格资质审查;加强招投标各个环节的管理,规范过程运作;加强工程建设中合同履行、施工现场、施工原材料等的跟踪管理,确保工程质量;坚持从严从细从准,加强工程的竣工验收和结算;加快建立有形建设市场步伐,推行公开、公证、有序招投标。
In view of some problems existing in management of construction project bid-inviting and bidding in petroleum and petrochemical enterprises, this paper presents some specific measures to solve these problems.They include enhancing. management of market- entering permit and strenthening examination of qualification,improving management of each link in the bid- invitingand bidding chain and standardizing the process;strenthening management of contract-discharging,construction site and raw materials to ensure construction project quality, executing strict, fine and accurate standards and rigorously enforcing check before acceptance and settlement of accounts; and speeding up establishmentof tangib1e construction market and pursuing open,notarial and ordered bid- inviting and bidding.
