摘要
阐述了传统农民向现代新型农民转变的必要性:社会主义新农村建设需要现代新型农民;统筹城乡一体化发展需要传统农民向现代新型农民转变;发展现代农业需要传统农民向现代新型农民转变。分析了"新生代"新型农民的特征和作用,并提出加速"新生代"新型农民培养的路径,即:健全法规,为培养"新生代"新型农民提供坚实基础;创造条件,为培养"新生代"新型农民提供经费保障;科学规划,使"新生代"新型农民的培训工作经常化、制度化和规范化;抓好教育,提高"新生代"新型农民的整体素质;创新内容,满足"新生代"新型农民发展的需求;突出重点,强化返乡农民工竞争力培训。
The necessity of the transformation of traditional farmers to modem new farmers were expounded, namely the construction of new so- cialist countryside need modem new farmers; urban-rural integration coordinated development need the transformation of traditional farmers to modem new farmers ; the development of modem agriculture also need the transformation. Moreover, the characteristics and effect of ＂new genera- tion＂ new-style farmers were analyzed, and the paths for accelerating the training of ＂new generation＂ new-style farmers were proposed,which in- clude perfecting the farmer＇ s educational legislation to provide solid foundation ; creating conditions to provide expenditure guarantee ; scientific planning to create regular, systematic and standardized training; grasping vocational education, improving the overall quality of ＂new generation＂ new-style farmers; innovating contents to satisfy the local needs; highlighting the important points and strengthening competitiveness training of home-going migrant workers.
