摘要
介绍了现行政策落实过程中存在的问题,分析了海南农村集体建设用地入市参与旅游项目开发的土地条件,提出了海南旅游区规划编制的立法思考。
Problems in the implementing process of present policies were introduced,moreover,market conditions of Hainan rural collective con- struction land which were included in the development of tourism program were analyzed,finally, the legal thinking on planning and formation of Hainan tourism areas were proposed.
