摘要
建立了大庆五湖地区土地综合整理效益评价指标体系,指标体系涵盖了资源、经济、社会、生态效益4个准则层,下设15个二级指标。根据该地区的实际情况,采用专家打分法计算一级指标和二级指标的权重,采用问卷调查法确定15个二级指标的隶属度数据,在此基础上进行模糊单项评价和综合评价。综合评价结果表明,大庆五湖地区土地整理在资源、经济、生态和社会方面的综合效益得分73.74,处于中等水平状态。为了提高大庆五湖地区土地整理二期工程的综合效益,提出了建立统一的技术规范、制定出相应的补偿方案、建立适应市场经济要求的融资机制以及提高公众参与度等建议。
The evaluation index system for land consolidation benefit in Daqing Wuhu Area was established,which covers four criterion layer of resource, economic, social and ecological benefits, consisting of 15 secondary indexes. According to the actual situation, the experts scoring method was adopted to calculate the weight of first-grade index and second-grade index. The questionnaire investigation method was used to determine the membership data of 15 secondary-grade indexes. On the basis of this ,the fuzzy single evaluation and comprehensive evaluation were carried out. The results showed that comprehensive benefit of the land consolidation on resources, economic, ecological and social aspects is 73.74, ranking mid-level state. In order to improve the comprehensive benefits in the second phase of the land consolidation in Daqing Wuhu Area, several ad- vices were put forward, such as establishing the unity technical specification, making corresponding compensation plan,constructing the financing mechanism which adapt to market requirement and improving public participation and so on.
