摘要
国际海事组织 (IMO)目前正在对《MARPOL 73 / 78公约》附则Ⅱ———控制散装液体有毒物质污染规则作重大修改 ,内容包括有毒液体物质和化学品 ,这很可能对主管机关、船公司和化工界造成严重的冲击。文中回顾了MARPOL公约通过的背景 ,介绍了历次的修正和正在发生的变化 ,并重点介绍了附则Ⅱ ,该附则由于所涉及的产品特征而成为该公约最为复杂的章节。
IMO is currently undertaking a major revision of annex Ⅱ of MARPOL,covering noxious liquid substances or chemicals,which will likely have a significant impact for Administrations,ship operators and the chemicals industry.This paper looks at the background to the adoption of MARPOL and the changes that have been,and are being,made.The paper concentrates on Annex Ⅱ-the most complex of the chapters due to the nature of the products it covers.
