摘要
通过对云南省大关县金海、木杆、天星、翠屏、益珠5个样本村50户农户进行问卷调查的数据,以及与大关县林业局相关负责人的访谈,总结出该县林下经济发展缓慢是受农户的思想禁锢,政府林地流转政策、林权抵押贷款政策还未落实,林下产品供销链条不稳定,农户投资信心不足的影响。因此,政府应该提升宣传的力度,制定和落实相关政策,发展示范大户,成立专业合作组织,多管齐下激发农户和企业投资林下产业的积极性和信心,真正实现林下经济促进农村发展、农业增效、农民增收。
This article got the questionnaire data in Jinhai ,Mugan,Tianxing,Cuiping ,Yizhu in 3 sample villages and 50 farmers, and interviews with the relevant responsible persons in Daguan County Forestry Bureau, then summed up that the under-forestry economy developed slowly is affected by the following factors： farmers thought is confine, transition of woodland policy, forest property rights policy has not been implemented, instability of forest products supply and marketing chain, farmers have no investment confidence. Therefore, the government should enhance the publicity, make and implement relevant policy, develop demonstrative large family, establish professional cooperation organization, arouse enthusiasm and confidence of farmers and enterprise to investment in under-forest industry, in order to use under-forestry economy to promote rural development, agricultural synergism and increase farmers＇ income.
