摘要
对云南省永胜县集体林权制度改革的具体政策实施过程、效果及政策演变对农户造林积极性产生的影响进行了分析。通过对案例村细致入微的调查、半结构访谈和问卷调查的形式,反映出了农户生计在此次林改中所受到的影响和农户的意愿等。另外,在此基础上对林权制度改革的初步成效和存在的问题进行了分析,确定了在经济、社会、环境协调发展的条件下最有效的政策反应,为政府决策提供帮助。
The article analyzed specific policy implementation process and results to the reform of collective forest fight system and the influence to the enthusiasm of farmers planting of policy evolution in Yongsheng County, Yunnan Province. It was reflected that the effect in this forest reform and the wishes of farmers in this paper through the village of meticulous investigation, semi-structured interviews and questionnaires in the form of subsistence farmers. In addition, analyzed the results and problems of the reform of forest tenure, determined the most effective policy response under the economic, social and environmental development conditions, in order to offer help for the government decisions.
