摘要
随着全球化进程的推进以及生物技术的迅猛发展,国际生物安全形势更趋复杂严峻,生物恐怖等非传统安全因素的影响也在不断扩大。非政府组织作为参与国际生物军控履约进程的一个组成部分,正发挥着日益重要的作用。本文对国外生物军控履约非政府组织的定义、作用及工作机制进行深入分析,为我国生物军控履约非政府组织的建设和发展提供借鉴参考。
With the advance of globalization and the rapid development of biotechnology,international security is facing a more complex and severe situation.The effect of non-traditional security factors such as bio-terrorism is also expanding.As part of the process of international biological arms control and compliance,Non-Governmental Organizations（NGOs） are playing an increasingly important role.This article conducts an in-depth analysis of the definition,role and working mechanisms of NGOs abroad in biological arms control and compliance,so as to provide reference for the construction and development of China′s related NGOs.
