摘要
农村低保在实践过程中,普遍出现了错位分配的问题,低保的对象和性质常有悖于政策初衷。遴选标准模糊、基层治理资源匮乏、"小私"逻辑充斥村庄是造成农村低保错位分配的几个主要原因。以村民自治来健全基层组织,能促进低保资源在村庄中的正常分配。
In the process of practices of rural lowest living guarantee, the disordered distribution appear generally, the object and nature of rural cy intention. There are some reasons leading to lowest living guarantee is often contrary to poli- the disordered distribution of rural lowest living guarantee ： the fuzzy selection standard, the scanty resource of rural governance, the swarmed ＂small private＂ in the village. Using the villager autonomy to reinforce the grassroots organization, can promote the ordered distribution of the resource of rural lowest living guarantee in the village .
