摘要
分析了在世界光伏产业迅猛发展的背景下,我国目前光伏产业快速发展的现状和存在的内需不足、研发和创新能力弱等问题;研究了欧、美、日等发达国家对光伏产业的扶持政策和上网电价,分析了发达国家对光伏产业扶持政策的特点;从发达国家的经验可以看出,光伏发电产业的发展离不开政府的支持,在我国太阳能产业"两头在外"的形势下,大力促进太阳能作为清洁能源的开发利用更需要政府扶持,所以要创建具有中国特色的光伏产业扶持政策。
Considering the rapid development of the PV industry in the world, this paper reviews the development of China＇ s PV industry and analyzes the problems such as a lack of domestic demand and weak R＆D capacity of China. By studying the governmental initiatives and incentives of the PV industry that have been implemented in developed countries including the US, Japan, and European countries, the researcher identifies the main features of the development of the PV industry of these countries. The successful experience in the developed regions clearly indicates that development of the PV industry highly relies on the support from the government. As China＇s PV industry at present intensely interacts with the outside market in terms of both raw materials and consumers, effective policies, regulations and legislations are highly needed. The paper also proposes some concrete suggestions on promoting the PV industry in China.
