采矿是一个高风险的行业,而在中国这个高风险远远超出了正常限度,"矿难"成了我国社会问题中最热门的话题。尽管矿业安全生产的解决是一项综合性、系统性工程,但其无论如何离不开监管的手段。而在监管中,从哪方面进行监管、监管中面对的利益冲突的价值取舍等都是值得探讨的问题。
