摘要
为了彻底改变新疆经济社会发展相当滞后以及中亚次区域地缘力量对比格局中的市场力量严重不足的战略被动局面,进而为中亚地区建立具有一定辐射力和影响力的区域发展极,为中亚地区树立可资学习借鉴的模范和样板,应该"分两步走"将新疆建设成为具有一定凝聚力和向心力的产业高地以及一定辐射力和带动力的次区域经济中心。第一步要实施"经济高地"战略,增强新疆凝聚力和向心力。第二步要实施"经济中心"战略,提高新疆吸引力和辐射力。"十二五"时期要以金融中心建设和产业升级为重点,推动新疆次区域发展极构建。
With the goal of completely changing the backward economic and social status quo in Xinjiang, as well as underdeveloped market forces in the Central Asia sub-regional geopolitical power pattern, establishing an influence of radiation and regional development pole in the Central Asian region, and setting up an model in the Central Asian region, the paper argues that two steps should be taken to build Xinjiang into a sub-regional economic center. The first step is to implement the strategy of building an economic highland to enhance cohesion and solidarity of Xinjiang. The second step is to implement the strategy of building an economic center to improve competence of Xinjiang. In the Twelfth Five-Year period, the focus should be the building of financial center and the industrial upgrading so as to promote the construction of sub-region developing pole of Xinjiang.
