摘要
基本建设融资具有数额大、回收期长、风险高以及政策导向性强等特点。我国基本建设融资方式单一,资金的缺口持续扩大,急需进行多元化融资模式设计。现行基本建设的资金来源主要包括国家预算内投资、国内贷款、利用外资、自筹投资、其他投资,而创新融资模式主要有BOT、BT、PPP、ABS模式以及"土地捆绑项目"等。应针对不同性质的基本建设项目,选择相适应的多元化融资方式。
The characteristics of capital construction financing are large amounts,long payback period,high risk and policy-oriented.China＇s financing mode of capital construction is single,funding gap continues to expand,urgently need to diversify.The existing funding sources of capital construction mainly include state budget investment,domestic loans,foreign investment,self-investment and other investment.But the innovative financing models are BOT,BT,PPP,ABS and ＂Land bundled projects＂ and so on.We should address the different types of capital construction projects to choose the corresponding diversified financing mode.
