摘要
结合生态资本运营理念,在剖析生态资本运营基本内涵的基础上,系统地探讨了农业园区规划的方法与思路,分析了在经济欠发达、生态环境较好地区的农业园区规划纳入生态资本运营理念的重要意义。生态资本运营的理念直接影响园区的定位和总体目标的设定,并分别从资产保值和增值的角度影响土地利用规划和产业发展规划,在这两项规划互动的基础上园区的功能分区与空间布局得以确定。最后,以海南省保亭热带作物研究所农业科技示范园为例分析了生态资本运营理念对规划的影响。
It＇s important and meaningful to bring the concept of ecological capital operation into the agricultural zone plan for those areas with undeveloped economy but better eco-environment. Therefore, the purpose of this paper was to develop a logical framework for agricultural zone planning on the concept of ecological capital operation. On the basis of the explanation of the connotation of the ecological capital operation, the proper methods and routing of agricultural zone planning were discussed and illustrated logically. For the development of an agricultural zone plan, this concept will affect the setting of the zone＇s developing orientation and goals, and impact the land use planning and industry planning from the two aspects of capital preservation and appreciation partly, and then the function partition and spatial arrangement will be confirmed on the interactivity of land-use planning and industry planning. Particularly, the influence of ecological capital operation on the agricultural zone planning was demonstrated with the case of the agricultural techzone olanning at the trooical croos research institute in Hainan Province.
