摘要
为了科学地调查登记居民房屋的实物指标,准确地反映水库淹没损失和合理地计算移民补偿投资,针对现有调查计量方法的不足,提出了"实物量直观计量"的调查方法,该方法能如实地反映出受水库蓄水淹没实物的型、质和量,简单直观,通俗易懂,便于移民群众理解和接受。与此同时,还提出了水库淹没实物指标调查的几点建议,有利于工程可研设计阶段水库淹没调查的实物指标在移民实施阶段得到正确的使用,方便地方政府在实施移民安置规划时将移民补偿资金结算到户,切实维护了移民群众的利益。
In order to investigate material - object index of residents＇houses scientifically, reflect the submerge loss and calculate the compensation investment for the resettlements, the method of visual measurement of material - object is put forward, aiming at the deficiency of the present investigation and calculation methods. The method can reflect the scale, quality and quantity, and it is simple, visual and easy to be understood. Meanwhile, some suggestions are given for the investigation, which are helpful for the correct application of the material - object index obtained in feasibility study stage into the resettlement implement stage, so the compensation payment can be balanced to each household by the local government to protect the interest of the resettlements.
