摘要
在世界发展日益追求包容性、中国发展正面临持续性挑战的今天,包容性发展理应成为中国在新时期新的发展理念与模式。包容性发展强调发展主体的人人有责、发展内容的全面协调、发展过程的机会均等、发展成果的利益共享,是一种更加全面、更趋公平、更具人文关怀,因而也更具可持续性的新发展理论。中国推进包容性发展,必须围绕上述四个方面,并从公共服务体系建立健全、公共政策改革完善和公共管理规范提升三个方面着力。针对当前中国面临持续发展的动力结构失衡和自主发展的可行能力不足等核心问题,近期突破的重点应该是建立覆盖全民的社会保障体系,充分发展教育、医疗卫生等社会服务业和优化国民收入分配政策。
The world is increasingly pursuing an inclusive growth,and China is facing ongoing challenges in its development.In this situation,a new concept and strategic model of development for China should be inclusive growth,which highlights responsibility and sustainability for development,integration and coordination in development,fair opportunity in development process and benefit-sharing of development fruits.Inclusive growth is a new development theory,which is more comprehensive,more equitable,more humane-care,and more sustainable.In order to promote development of such kind in China,efforts must be put into the above four areas,and particularly into three strategic dimensions,namely,to establish a sound public service system,to reform and improve public policy,and to standardize and upgrade public administration.The crucial issues in China's development today are structural imbalances in driving forces of sustainable development and lack of independent development capability.Breakthrough must be made in the following three aspects: to establish a universal coverage of social security system,to develop such social and public services as education and health care,and to optimize policy for better national income distribution.
