摘要
我国体育产业已进入快速成长阶段,但现行的产业政策却滞后于体育产业发展的需要,当务之急是构建一套行之有效的产业政策体系。结合我国实际情况,依托"钻石模型"中的四大关键因素,提出体育产业政策体系的核心内容应该包括体育资源配置政策、体育产业结构优化政策、体育消费刺激政策、体育产业集群与融合促进政策等。为了保障体育产业政策的顺利制定与实施,政府应该准确定位自身角色,在政策制定过程中充分考虑到利益相关者,在政策的实施过程中建立有效的监督与评价机制。
Sports industry in China has entered into the phase of rapid growth,but the current industrial policy lags behind the needs of the development of the sports industry,so the urgent task is to build up a set of effective industrial policy systems.Combined with the actual situation in China,the paper,by relying on the four key factors in the ＂diamond model＂,puts forwards that the core contents of policy system of sports industry should include the allocation policy of sports resources,the optimized policy of the structure of sports industry,the stimulating policy of sports consumption and the promotion policies of the cluster and fusion of sports industry,etc.In order to ensure the smooth formulation and implementation of sports industry policy,the governments should be accurate in positioning their own roles,take all the stakeholders into consideration in the policy making process and esatablish effective supervision and evaluation mechanism in the implementation of the policy.
